Why? Plenty of ops have on-shore installations. If they were to throw it into the random ops thing, then using a sub would need to guarantee that Wolfpack comes up, because most ops can't be done by subs. Makes me wonder how they are going to handle Wolfpack in the future. The event won't go on for much longer, after which the game mode will be back to randomly assigned operations with ships tiers VI to VIII eligible and no divisions necessary to get into them. In which case you can even choose the specific operation you want. It means that the standard operations are currently blocked however, unless you get a full division for operations (and it has to be full). You can learn more details about the matchmaker operation from the 'Developer Diaries: Mirror Matchmaking in Update 0.7.4' article on the World of Warships website. You do not have to make a division for it though. Please note that the matchmaker changes will not affect battle matchmaking for players who are part of a Division. It's just that currently there is a special event running, so there is an "Operation of the Week" which can only be played by the special ships you got for it.
